     conversion helpers are used.
     PETSc actually adds the required `-mfp16-format=ieee` flag in
        config/BuildSystem/config/compilerOptions.py
     but in debian/rules we manually provide our own flags, so the addition get
     overridden.
     This should hopefully fix linking failures on armhf like
        undefined reference to `__extendhfsf2'
